{"id":10319,"date":"2020-04-22T10:04:57","date_gmt":"2020-04-22T10:04:57","guid":{"rendered":"http:\/\/watchdogplusmedia.com\/?p=10319"},"modified":"2020-04-22T10:05:05","modified_gmt":"2020-04-22T10:05:05","slug":"ippis-strike-continues-despite-paying-withheld-salaries-though-it-will-lead-to-meaningful-dialogue-asuu-tells-buhari","status":"publish","type":"post","link":"https:\/\/watchdogplusmedia.com\/?p=10319","title":{"rendered":"IPPIS: Strike continues despite paying withheld salaries, though it will lead to meaningful dialogue &#8211; ASUU tells Buhari"},"content":{"rendered":"\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/i1.wp.com\/www.vanguardngr.com\/wp-content\/uploads\/2019\/12\/Biodun-Ogunyemi-1.jpg?resize=640%2C621&amp;ssl=1\" alt=\"Payment of withheld salaries will lead to meaningful dialogue - ASUU\"\/><\/figure>\n\n\n\n<p>The Academic Staff Union of Universities says its ongoing strike would continue despite the order of the President, Major General Muhammadu Buhari (retd.), that February and March 2020 withheld salaries of lecturers in federal universities should be paid<\/p>\n\n\n\n<p>The Federal Government had previously withheld the lecturers\u2019 salaries over their refusal to register in the Integrated Payroll and Personnel Information System.<\/p>\n\n\n\n\n\n<p><ins><\/ins><\/p>\n\n\n\n<p>The union, among other issues, embarked on an indefinite strike, arguing that the implementation of the IPPIS was against the FG-ASUU 2009 agreement.<\/p>\n\n\n\n<p>Reacting to the payment of withheld salaries, the National President of ASUU, Prof. Abiodun Ogunyemi, insisted that the lecturers would not resume work because the strike was not only about IPPIS.<\/p>\n\n\n\n<p>Instead, he told&nbsp;<em>The PUNCH&nbsp;<\/em>that the payment would pave the way for a meaningful dialogue with the government.<\/p>\n\n\n\n<p>\u201cNow, we can discuss without an atmosphere of intimidation. This will lead to a meaningful dialogue. The ongoing industrial strike action by the union is still on. Our strike is not just about the IPPIS,\u201d he added.<\/p>\n\n\n\n<p>He also queried the Federal Government\u2019s motive of asking Vice-Chancellors to pay lecturers with their Bank Verification Number.<\/p>\n\n\n\n<p><\/p>\n\n\n\n<p>Ogunyemi said, \u201cIf they had not paid at this time, with what everyone is going through, it would have meant a declaration of war. The discussion will start when they pay. They have even attached a condition to the payment.<\/p>\n\n\n\n<p>\u201cOur members weren\u2019t paid with BVN in the past. Why the sudden change? They should go back to the old system which they have always used to pay.\u201d<\/p>\n\n\n\n\n\n<p><ins><\/ins><\/p>\n\n\n\n<p>The ASUU president said paying the lecturers was not a favour, adding that \u201cMembers worked in February and we were still working in March before this coronavirus pandemic broke. It is expected that a labourer is paid his wages. Even as we are talking, people are supposed to be prepared to get their April salary.\u201d<\/p>\n\n\n\n<p><\/p>\n\n\n\n<p>A top official of ASUU, who is among the negotiation team in the FG-ASUU IPPIS crisis, however, told&nbsp;<em>The PUNCH<\/em>&nbsp;that top officials of the union would meet after the salaries are paid to determine the next line of action.<\/p>\n\n\n\n<p>\u201cThe moment the salaries are paid, the National Executive Committee of the union would meet to deliberate on the next line of action,\u201d he said.<\/p>\n\n\n\n<p>The Minister of Labour and Employment, Dr Chris Ngige, had on Tuesday said the President directed the Minister of Finance, Budget and Planning, and the Accountant General of the Federation to effect the payment urgently to cushion the deleterious effects of COVID 19 pandemic lockdown on lecturers and members of their family.<\/p>\n\n\n\n<p>The Labour Minister added that all the Vice-Chancellors were asked to revalidate the affected lecturers\u2019 Bank Verification Numbers and forward to the Accountant General of the Federation for the payments.<\/p>\n\n\n\n<p>The Federal Government had directed all federal tertiary institutions in the country to enroll in the IPPIS from February 2020.<\/p>\n\n\n\n<p>The directive by President Muhammadu Buhari that the February and March 2020 salaries of members of the Academic Staff Union of Universities, ASUU, withheld because of their refusal to enrol in the Integrated Personnel and Payroll Information System, IPPIS, be paid as soon as possible will lead to meaningful dialogue with the government. The National President of ASUU, Prof. Abiodun Ogunyemi, said this on Tuesday evening during a chat with our correspondent.  He also stated that the directive was in the right direction. \u201cOur members worked in February and we were still working in March before this Coronavirus pandemic broke. It is expected that a labourer be paid his wages. Even as we are talking, people are supposed to be prepared to get their April salary. \u201cI think what the government wants to do is to cushion the effects of the lockdown and the near paralysis of economic activities in the country on everybody including our members. We appreciate the gesture even though there was no reason to stop our salaries in the first instance,\u201dhe said. The ASUU boss, however, did not say when the ongoing industrial action by the union would be called off. It was gathered that the moment the salaries are paid, the National Executive Committee of the union would meet to deliberate on the next line of action. Recall that ASUU has been at loggerheads with the Federal Government over the IPPIS matter. While other trade unions in the university system opted to enrol in IPPIS, ASUU boycotted it, saying it would cripple the university system and erode the autonomy being enjoyed.
